Here’s the thing every Rwandan needs to get straight before touching USDT this year. The Law Regulating Virtual Asset Business, passed on 5 May 2026 and signed into law later that month, bans tokens pegged to the Rwandan franc. USDT is pegged to the US dollar, not the FRW, so holding it is a completely different legal animal from the banned FRW stablecoins. That distinction matters more than people realise. What the law also does is put Rwanda’s Capital Markets Authority (CMA) in charge of licensing every exchange and broker before it can legally operate, and that licensing regime is still being stood up. So I treat any platform I use today as operating in a grey zone, and I size my positions knowing the rules could tighten fast.
Why does everyone here buy USDT through mobile money instead of a bank card? Because the National Bank of Rwanda (BNR) bars its licensed banks from converting FRW into crypto in either direction, and on 5 April 2026 it publicly warned Bybit over its FRW P2P listing. That single rule pushes the entire on-ramp onto MTN MoMo and Airtel Money. In practice I top up an RWF wallet on Yellow Card with MoMo (zero trading fees, free deposits) and swap straight into USDT, or I buy peer-to-peer on Pursa paying a seller by MoMo. My MoMo transfer itself costs about RWF 20 for small amounts and tops out near RWF 1,500 above RWF 150,000, with no government levy on domestic transfers. KYC uses my Indangamuntu national ID from NIDA. Once the USDT is mine, I move it to Bybit → to trade or just hold dollars steady — not as a franc on-ramp, but as the place my stablecoin actually works.
